EV Bill Status and Action Request

The legislative session powers on. We’re at the mid-way point and the number of bills has narrowed. Here’s a status on the EV bills that are alive.

Testimony due tomorrow, March 17, 310PM for HB2090  - We need to submit testimony in support. This bill will create a rebate for the purchase of new or used EVs. It will be geared to low-moderate income households.

Bills that will die if not heard by Monday, March 21. These indirectly benefit EV adoption. Please take a moment to contact Senator Wakai to request that these be heard. You can reach him at 808-586-8585, senwakai@capitol.hawaii.gov

  • HB2278 - Places a fee on fossil fuels and returns revenue to Hawaii residents.

  • HB1800 – This introduces a decarbonization pathway study and GHG emissions reduction goal.

Bills that are being heard on Thursday, March 17 at 9 AM. Testimony was due March 16 but late testimony is still possible.

  • SB2570 - This adds hydrogen fueling stations to the EV Charger Rebate program and negatively impacts it. Each hydrogen station will have a $200k rebate. We are opposing this.

  • SB2720 - This is helpful for EV charger expansion and can increase the amount of funds for the EV Charger Rebate program. We are supporting this.

  • SB2196 - This is also helpful for EV charger expansion in condos and multi-unit complexes. We are supporting this.

Status of bills heard this week:

  • SB3158 - This bill will negatively impact the availability of public charging as it will divert rebate funds to a new program for electric bikes and mopeds. This was heard but decision-making will be done this Friday, March 18 at 1030AM.

  • SB3311 - Requires Department of Transportation to prepare for and incentivize EVs. This was passed with amendments. Details to follow.
