EV Purchase Rebates

The following companion bills would create a rebate program for the purchase or lease of new and used EVs. This would make EVs accessible to more Hawaii families.

  • HB2030 HD2

    Requires the Department of Transportation to establish a clean vehicle rebate program to provide rebates for the purchase or lease of new and used zero-emission vehicles and plug-in hybrid electric vehicles. Establishes the clean vehicle special fund. Establishes a transportation affordability and energy security tax.

Increased Funding of EV Charging Infrastructure

These would increase funding for the EV Charger Rebate program. This would accelerate the installation of public EV charging stations, including charging stations at workplaces and multi-unit residential properties.

  • HB1620 HD2

    Increases the environmental response, energy, and food security tax and the amount collected from the tax that is deposited into the electric vehicle charging system subaccount.

Streamlined Permitting of EV Charging Infrastructure

These would expedite the deployment of EV charging stations across the state.

  • HB1619 HD2

    Excludes from the definition of "development", as it applies to special management areas, the construction, installation, maintenance, repair, and replacement of an electric vehicle charging system as a minor structure. Includes the Public Utilities Commission in the development and implementation of plans to meet the long-term goals for zero-emissions transportation in the State.

EV Charger-Ready Infrastructure in State Facilities

These would increase the number of EV Charger-Ready parking spaces in existing and new State facilities, enabling more cost-effective, efficient installation of future charging equipment.

  • HB1980 HD1

    Establishes a goal of the State to retrofit state facilities to be electric vehicle charger-ready. Requires the design of all new state building construction where parking is to be included to provide that at least twenty-five per cent of parking stalls be electric vehicle charger-ready. Requires the Hawaiʻi State Energy Office, in consultation with the Department of Accounting and General Services and Department of Transportation, to conduct a survey and identify certain high-priority state facilities. Requires a report to the Legislature.

    This legislation will help expand EV charging infrastructure statewide by making it more feasible to install charging equipment. Retrofitting state facilities to include EV-ready infrastructure and requiring new facilities to include EV-ready parking stalls will make it easier to deploy charging equipment.
