Hawaii EV Policy Priorities

Support EV Bills

Hawaii imports over 90% of its energy and fuel, and transportation is the state's largest petroleum consumer. Electrifying how we get around is one of the most impactful steps we can take to reduce costs, cut emissions, and build energy independence.

For the 2026 legislative session, Hawaii EV is tracking the following. These represent bills that are still alive in this Legislative Session.

  • EV Purchase Rebates — Establishing a state rebate program for new and used zero-emission vehicles to make EVs accessible to more Hawaii families.

  • Increased Funding of EV Charging Infrastructure — This would increase funding for the EV Charger Rebate program. This would accelerate the installation of public EV charging stations, including charging stations at workplaces and multi-unit residential properties.

  • Streamlined Permitting of EV Charging Infrastructure — This would expedite the deployment of EV charging stations across the state.

  • EV Charger-Ready Infrastructure in State Facilities — This would increase the number of EV Charger-Ready parking spaces in existing and new State facilities, enabling more cost-effective, efficient installation of future charging equipment.

Note: A priority bill related to affordable EV charging, e.g., Smart Imports (SB3163), did not get heard.
