Hawaiʻi already has a fair road usage charge for EV drivers. Hawaii EV collaborated with HDOT and other entities to design it. Since July 2025, our EV owners pay $50 a year, or 0.8 cents a mile, capped at $50. That money funds our road infrastructure. (It will change to a pure mileage-based charge in 2028.)
Congress wants to add a second bill on top of it. BUILD America 250 Act would charge EV owners a new federal registration fee starting at $130 a year (rising to $150 by 2029). Gas car drivers pay about $85 a year into the federal Highway Trust Fund. BUILD America 250 also cuts funding for EV charging infrastructure.
EVs make up about 4% of vehicles on our road nationally. This fee won't fix a $30 billion annual shortfall. A better fix would be to adjust the federal gas tax, which hasn't changed since 1993.
